sent at the same time warning incoming seamen as to the

high rate of incidence of venŭreal diseases prevailing in

the town, and informing them that no system of doctor's

certificates or registration provides any guarantee of

freedom from disease,

We recommend that information as to the decent

lodging accomodation and recreational facilities should

be conveyed at the same time,

We consider it is important that information on

these three points should reach the officers and men of

sach incoming ship before there is an opportunity for them

to debark as the commercial: interest which now exists in

prostitution leads to the promoters of this system

adopting a very efficient system of advertisement,

quently acquired by seafarers, especially those on small

ships in port for a short time, by a custom which exists

of allowing women access to ships from boats, We under-

stand it is a practice for women from the brothels to

charter sampans and board the ships in the evening, re-

maining there until the next morning, There are no re-

strictions whatever at present as to women having sCCOST

to ships at any time of the day or night, It is generally

known by these in touch with the life of the port that

this practice is extremely comson, Also the tendency in

all ports is for these women mest highly infected, or

known ashore to be infected and therefore less likely to

earn,

to seek custom among those to when their condition

is unknown,

We consider this practice extremely dangerous to

public health, and that some protection should be given

by the authorities in the way of removing this opportunity

of invitation to infection from men on duty on board ship.
